ChatGPT Ads opened in Europe. What you buy is a moment, not a person
Since 31 August 2026 a business registered in Italy, Romania or any of 29 other European countries can open a ChatGPT Ads account and buy placements itself. In July this page said none could, and that was true then. What changed, what the ads can and cannot do in Europe, and who should wait, read from OpenAI's own pages on 23 September 2026.

What changed. OpenAI opened self-service buying through Ads Manager in 31 European markets on 31 August 2026: the 27 EU member states, Iceland, Liechtenstein, Norway and Switzerland. The help-centre table that decides who may buy, read on 23 September 2026, marks all 31 «Available», and the United Kingdom as well. This page said the opposite in July, and was right at the time. From 23 September 2026 it also carries our two follow-up pieces of 20 August and 4 September 2026.
Who can stop here. If you cannot say today what a lead is worth on the channels you already run, a new channel will not tell you. The rest of this page is background.
Why the rest should read on. Because in Europe the product is not the one sold in the United States. OpenAI's help centre says personalised ads are not initially available in the EEA or Switzerland, so what you buy is the conversation in progress, not a profile. That changes what works.

Which European countries can buy ChatGPT Ads
Thirty-one European countries, plus the United Kingdom. Since 31 August 2026 a business whose legal entity is based in any EU member state, in Iceland, Liechtenstein, Norway or Switzerland can buy ChatGPT Ads itself through Ads Manager, without a salesperson or an agency. We read OpenAI's «Ads Manager Availability» table on 23 September 2026: every European row reads «Available».
The condition sits in one line above the table, and it is the one to read twice: «the legal entity that will advertise and be billed must be based in a country listed as available». What counts is where your company is registered and billed, not where you are sitting or which card you hold.

On 23 September the same table has 56 rows. Outside Europe it lists the United States, Canada, Mexico, Brazil, Australia, New Zealand, Japan and Korea, which were there in August, and sixteen markets added since: India, Turkey and fourteen countries across the Middle East and North Africa. OpenAI's post of 31 August 2026 describes that wave as self-service launching «across India, Europe, the Middle East, and North Africa».
If your company is registered in the EU, the EEA or Switzerland, you can buy ChatGPT Ads yourself. What you cannot buy in Europe is the personalised version of the product: OpenAI writes that it is not available «initially».
How Europe went from none to 31: the ChatGPT Ads rollout
This page was first published on 29 July 2026, when the answer was no for every EU country. The dates below are OpenAI's own, taken from dated update lines at the top of two OpenAI posts and from the help centre.

One sentence in OpenAI's 18 August text settles a question we left open in August: «In February, we began testing ads in ChatGPT with a pilot in the United States. Over the past six months, we have expanded to eight additional markets.» One plus eight is nine, the exact number of rows the availability table had on 20 August, so the table was current rather than forgotten. Norway sitting in OpenAI's list of examples, with the United Kingdom outside the 31, pointed to the European Economic Area plus Switzerland: 30 plus 1. In our piece of 4 September we still called that arithmetic, because we had audited six OpenAI pages and not the help-centre table. The table had carried all 31 names since 24 August, and they are exactly those.

Serving list and buying list: why the two counts differed
For a week the European story ran on two lists. The serving list is where people see ads inside ChatGPT. The buying list is where a business can open an advertiser account and pay for a campaign. The 18 August announcement was about the first; the help-centre table is about the second. Between 24 and 31 August the European rows read «Coming Soon» while the announcement spoke of ads arriving, and outside the UK no European business could buy through Ads Manager.
The gap has closed, and the habit it taught is still worth keeping. When OpenAI announces a market, the announcement tells you where ads run; the availability table tells you whether you can buy. Different teams write them for different readers, and only the table has a row with your country on it.
The same help page still opens with a row saying advertisers «in the new European markets can currently get started through the OpenAI Ads Solutions team, agency partners, or technology partners». It reads like text left over from August. It does not contradict the table below it, because sales-led buying still exists for larger advertisers.
OpenAI's pages do not open for a plain HTTP client. In August the help centre returned a verification screen of about ten kilobytes and no table; on 23 September 2026 openai.com answered an automated request with 403. Every OpenAI page quoted here was read in a real browser on 23 September 2026. It is also a plausible reason why so many summaries quote the press release and not the table.
Why ChatGPT ads in Europe are not personalised
In July we wrote that Europe was last because of consent, not bureaucracy: Digiday reported in June 2026 that OpenAI would rely on explicit consent rather than legitimate interest for personalised advertising in Europe, and reported the same approach again on 18 August. The launch confirmed the direction and went one step further. OpenAI's help centre, read on 23 September 2026 in English, Italian and Romanian: «Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland.»
What remains is contextual advertising. Per the same page, with personalisation off an ad is chosen from the current chat thread and basic context such as general location or language; past chats, memory and ads history are not used. OpenAI's post of 31 August 2026 describes the other side: depending on the country and the user's settings, the system «may also use context from the user's broader ChatGPT experience». In the EEA and Switzerland, at launch, it does not.
For a budget, the consequence is concrete. You are not buying an audience, you are buying a moment. Someone who has just typed «I need a small hotel in Tuscany for three nights in October» is a context, not a profile. That resembles keyword advertising from fifteen years ago more than it resembles Meta today, and for a small company that is good news: a context is won with relevance, not with data volume.
Europe got the product without the profile. In a relevance-weighted auction, that moves the weight to what your ad and your landing page say.
The United Kingdom is not named in that sentence, so a UK campaign may run on different signals from an Italian one bought the same day. Two rules apply everywhere and are worth knowing before a client asks: advertisers do not receive users' chats, chat history, memories or personal details, only aggregated figures such as views and clicks; and ads do not appear near sensitive topics such as personal health, mental health and politics.
Who sees ChatGPT ads: Free, Go and logged-out users
Ads appear on the Free and Go plans, and in logged-out ChatGPT, where OpenAI limits them to ads suitable for all audiences. OpenAI's help centre lists the accounts that never see them: Plus, Pro, Business, Enterprise and Edu. The European announcement gives a shorter list (Plus, Pro and Enterprise), which reads like brevity rather than policy; the help centre and the February pilot post agree on the longer one. Ads are also not shown to accounts identified as under 18 or in Temporary Chats, and Free users can switch ads off in exchange for lower message limits.
In practice, the colleague in accounts will probably see them, and you, paying for Plus so you can work in it, will not. That asymmetry matters the moment somebody in a meeting says «let's have a look at one» and nothing appears.
What a ChatGPT ad is: format, bidding and measurement
More than it was in July. Then we described one format: a favicon and a line of text under the answer. OpenAI's advertiser guide, read on 23 September 2026, lists six parts: advertiser name, favicon, headline, description, landing page and an image. The unit sits below ChatGPT's response, labelled as sponsored, and can hold items from one advertiser or several.
- Buying. Three objectives: Views, billed per thousand impressions (CPM); Clicks, billed per click (CPC); Conversions, optimised toward a standard event but still billed per click or per impression, never per conversion. The auction is second-price and relevance-weighted.
- Price. No European rate card. The only figure OpenAI publishes is its own starting suggestion for click campaigns: a maximum bid of $3 to $5 per click. That is a vendor recommendation, not a market average.
- Matching. At ad-group level you write «context hints» describing the conversations where your offer is relevant. OpenAI says plainly that they are not exact-match keywords and do not guarantee delivery.
- Measurement. The OpenAI Pixel, a Conversions API, third-party and mobile measurement partners, and plain UTM parameters on the landing page URL. Spend figures can lag seven to eight hours.
- Billing. Postpaid, on a card, charged each time unpaid spend reaches a payment threshold that OpenAI assigns and raises over time, and at the end of each month.
Read the nouns again: pixel, conversions API, custom audiences. That is the vocabulary Meta uses for its own measurement stack, almost word for word. If you already run Meta advertising with a pixel that fires correctly and server-side events that match, most of that work carries over. If your pixel was installed in 2023 and nobody has opened it since, a new platform will give you a second place to not know what happened.
The category limits we described in July have moved too. Political advertising is still not allowed. Health and financial services advertisers can be eligible if they meet OpenAI's criteria, and even then ads are kept away from sensitive conversations.
Two launches of 16 September 2026 matter in Europe. From that day, Ads Manager can suggest copy and imagery from your landing page, and an opt-in text customisation adapts headlines to the conversation and translates ad copy into the user's preferred language. For a business selling into several European languages from one account, test the second one on purpose rather than leaving it on by default. The same post adds a HubSpot integration and a Shopify app that OpenAI says reaches markets where ChatGPT Ads are available from 23 September; Sponsored Agents, a conversation with a business-sponsored agent after the click, are being tested only in the United States.
What you need to open a ChatGPT Ads Manager account
In the order you will need it.
- A legal entity based in an available country. The one that will advertise and be billed. A company registered in Italy or Romania qualifies; a card belonging to someone living elsewhere does not change where the company is.
- A billing profile and a card. Business name, address and invoice email, then the card. Expect a temporary authorisation hold when you add it.
- Measurement that does not depend on the click. The pixel or the Conversions API, set up before the first campaign, so the first week produces data rather than only an invoice.
- A consent banner that works on your own site. Not for ChatGPT's sake: traffic arriving from there has to be measured, and a badly implemented consent layer breaks measurement in exactly the month you need it.
- A landing page OpenAI's crawlers can read. OpenAI selects ads partly from the landing page and publishes separate guidance on allowing its crawlers. If your robots.txt or firewall blocks them, read it before you launch; we wrote about AI crawlers blocked at the firewall.
- The date you checked. The table changed at least twice in a month: 9 rows on 20 August, 40 on 24 August, 56 when we read it on 23 September 2026 (page updated 18 September). Write the date next to whatever you decide.
What OpenAI still does not publish about ChatGPT Ads in Europe
- When personalised ads reach the EEA and Switzerland. The help centre says «not initially». No date, no condition.
- What anything costs in Europe. No minimum budget, no benchmark cost per click by country. The $3 to $5 starting bid is a single global suggestion.
- How many advertisers buy in Europe. OpenAI reports «tens of thousands» of advertisers worldwide and a $1 billion annualised revenue run rate on 31 August 2026. Nothing by country.
- Which formats come next. The 31 August post announces additional formats, objectives and buying options. None of them is dated.
What we measured on our own site: demand arrived before the product
We published the first version of this page on 29 July 2026, when no EU business could buy. Over the 90 days to 23 September 2026, Search Console shows it on average around third for «chatgpt ads europe» and «chatgpt ads in europe», and the queries that reached it read like a calendar: «chatgpt ads europe august 24 2026», «chatgpt ads launch europe 2026», «chatgpt ads available countries». People in Europe were looking for the answer a month before there was a product to buy.
The same experiment runs on our article about getting cited by AI search. In July the queries that ranked it were long and question-shaped, around ten words; the two-word versions of the same topic sat pages further down. One of them began «search the web for the following query and provide a concise, factual…», which is not a person typing but an assistant running its own search. That page is read more than it is clicked, and that is its job: the assistant reads it and answers on your behalf.
The conclusion has not changed with the launch, only widened. Paid placement sits under the answer; the answer itself is not for sale, because OpenAI writes that advertising does not influence it. Where you stand, in three thresholds
No conclusion, because European self-service only opened on 31 August 2026. Three positions, and the one you are in decides what you do first.
- You cannot say what a lead is worth on the channels you already run. Then ChatGPT Ads will not tell you either. Fix measurement on Google Ads or Meta first; it is the same work, and it is what makes any test readable.
- You measure well and you sell something people describe in a sentence. Travel, local services, software, education: purchases someone explains to ChatGPT before making them. Open the account, write context hints in the words your customers use, and run a small click test while the European auction is young.
- You are in a sensitive or restricted category. Health, finance, anything close to politics. Read OpenAI's advertising policies before you plan; eligibility is decided by criteria, not by budget.
Whichever threshold you are in, the organic route runs in parallel and costs no media budget: pages that answer one real question, with a figure and a named source, in the language of the market. We wrote about the mechanics in the zero-click shift and in GEO versus SEO.

Can a company in the EU buy ChatGPT Ads?
Yes. Since 31 August 2026 self-service through Ads Manager is available in all 27 EU member states, plus Iceland, Liechtenstein, Norway and Switzerland. The legal entity that advertises and is billed must be based in one of those countries. OpenAI's availability table, read on 23 September 2026, marks all 31 «Available».
Are Italy and Romania included?
Both. Italy was one of the nine countries OpenAI named on 18 August 2026. Romania was not named in the announcement, but it appears in the availability table, marked available on 23 September 2026 in the English, Italian and Romanian versions of the page.
Do I need an agency to run ChatGPT Ads?
No. Self-service is open. OpenAI's sales team and its agency and technology partners remain an option, mainly for larger advertisers, whom the help centre points to a sales contact form.
Are ChatGPT ads personalised in Europe?

How do I check availability for my country myself?
Open the «Ads Manager Availability» page in OpenAI's help centre in an ordinary browser, because automated requests receive a verification screen, and write down the date you read it. The table changed at least twice between 20 August and 23 September 2026.
Do ads change ChatGPT's answers?
OpenAI states that they do not: ads run on separate systems, are labelled, and advertisers cannot shape answers. We cannot test that from outside, so we report it as OpenAI's statement.
