On 31 August 2026 OpenAI quietly added one line to a two-week-old announcement: you can now buy ChatGPT ads yourself, across 31 European markets. It names nine of them. We read six OpenAI pages in three languages the same day and counted every country on each one, because the difference between nine and thirty-one is where most of Europe lives.

**What changed.** Self-service buying through ChatGPT Ads Manager went live across 31 European markets. OpenAI recorded it as a dated update on an earlier post, not as a new announcement, which is why it travelled quietly.

**What we checked.** Six OpenAI pages, read on 4 September 2026 in English, Italian and Romanian, with every country name counted in three forms per language. The three translated announcements name the same nine countries.

**The number to keep.** OpenAI claims 40 markets in total and names 15 of them anywhere on its own pages. Twenty-five are never named — including, if the obvious arithmetic is right, most of Central and Eastern Europe.

On 18 August 2026 OpenAI said ChatGPT Ads would reach 31 European countries the following week. On 31 August it added a single dated line to the top of that same page: *„Self-service access to ChatGPT Ads through Ads Manager is now available across the 31 European markets announced below."* No new post, no separate announcement. If you were not re-reading a two-week-old page, you missed it.

That line is the part that matters commercially. Until then, buying meant going through OpenAI's Ads Solutions team, an agency partner or a technology partner — which in practice means being big enough for someone to call you back. Self-service means a card, an account and a campaign, the way Google and Meta have worked for years.

So the obvious next question is the boring one: is my country in? And that is where the published record stops being helpful.

## What actually changed on 31 August

**Definition:** ChatGPT Ads Manager is OpenAI's self-service buying tool — the place an advertiser creates an account, uploads ads, sets a budget and reads results without talking to a salesperson. Its arrival in a market is the moment that market stops being a partnership and starts being a product you can just buy.

Both facts sit on one page. The original text, published 18 August 2026, reads: *„Next week, ChatGPT Ads will expand to 31 European countries, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria."* The update, stamped 31 August 2026, says self-service is now available across those same 31 markets.

Note the word doing the work in the first sentence: **including**. Nine names follow it. Twenty-two do not. The announcement never returns to the subject, and neither does anything else OpenAI has published.

For scale, the same page explains where the platform came from: *„In February, we began testing ads in ChatGPT with a pilot in the United States. Over the past six months, we have expanded to eight additional markets."* One country, then eight, then thirty-one in a single week. Europe is not an increment here; it is most of the map.

## The nine countries OpenAI prints

Here is the complete published list, in the order the announcement gives it: Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, Austria. That is the whole of it. Nine names for a set of thirty-one.

The nine are not random, and the pattern is worth a second look. Six are large Western European economies. Two are Nordic. And one — **Norway** — is not a member of the European Union at all. Hold on to that; it does more work later than it looks like it should.

*The product is easy to find. The list of countries it is sold in is not.*

We also checked whether the translated versions of the announcement differ, because they sometimes do and the divergence is usually the interesting part. Here they do not: the Italian page names the same nine, and so does the Romanian one. Same countries, same order. Whatever is going on, it is not a translation gap.

One genuine difference between the language versions has nothing to do with countries and everything to do with how you would search for this. The Italian page keeps the English product names — *ChatGPT Ads*, *Ads Manager*. The Romanian page translates both: the product becomes *Reclame ChatGPT* and the tool becomes *Managerul de reclame*. A Romanian advertiser hunting for the product will almost certainly type the English name, and OpenAI's own Romanian page is the one page that does not use it.

## How we counted, and on what

A count is only worth as much as the rule that defined the set, so here is ours. We took every OpenAI page that could plausibly carry the market list — the European announcement in English, Italian and Romanian; the February pilot post where earlier markets were recorded; ads.openai.com, which is the page an advertiser actually lands on; and the advertising policies — and read all six on 4 September 2026 with a headless browser, because OpenAI's pages do not render for a plain fetch.

Then we searched each page for the name of every EEA country plus the United Kingdom and Switzerland, in three forms per language, with control terms to prove the search was working at all. That last step is not decoration. Our first pass reported that the Romanian page had dropped the Netherlands, which would have been a lovely finding and was entirely false: our text normaliser handled the lowercase Romanian *ț* but not the capital *Ț*, so *Țările de Jos* slipped past it. The claim died the moment we printed the sentence it supposedly was not in.

The result: the three announcements name nine countries each. The February pilot post names the United Kingdom, Mexico, Brazil, Japan and South Korea — five of the eight markets in that middle wave, leaving three of those unnamed too. And the two pages an advertiser would actually open, ads.openai.com and the advertising policies, name no country whatsoever. The ads site carries 3,421 characters of text in total; it has room for four customer logos and no room for a market list.

Add it up the way OpenAI counts: one pilot market, eight more, thirty-one in Europe — **40 markets**. Named by name anywhere on those six pages: **15**. That leaves **25 markets** that OpenAI says it sells advertising in and has never publicly identified.

## The arithmetic that fits 31

Thirty-one is a specific number, and specific numbers usually come from somewhere. There is one grouping that produces it cleanly. The European Economic Area is the 27 EU member states plus Iceland, Liechtenstein and Norway — **30 countries**. Add Switzerland and you get **31**.

Two details in OpenAI's own text support that reading, and neither was put there to help us. The first is Norway, sitting in the list of nine. If the set were the European Union, Norway would not be in it; its presence says the boundary being drawn is the EEA, not the EU. The second is the United Kingdom, which went live on 11 August 2026 in a separate wave alongside Mexico, Brazil, Japan and South Korea. The UK stopped participating in the EEA Agreement when the transition period ended, on 31 December 2020. Under an EEA reading it belongs exactly where OpenAI put it — outside the 31, in the earlier group.

Two independent details, both consistent, both from the primary source. That is about as good as inference gets without confirmation. If it is right, then every EU member state is in the set, and that includes Romania, Poland, Bulgaria, Greece, Portugal, Hungary, Czechia and every other country OpenAI declined to name.

The arithmetic fits every published fact we have. It is still an inference. OpenAI never writes „EEA" anywhere on the announcement, and a company can pick 31 countries for commercial or regulatory reasons that have nothing to do with a treaty. A number that matches a grouping is evidence, not a confirmation, and we are not going to write it up as one.

## What the second-hand sources say, and why that is not enough

The EEA reading is not ours alone. At least one industry site publishing an availability page — Index Lab, updated 2 September 2026 — describes the set as „31 European markets (EEA + Switzerland)". That is the same arithmetic, reached independently, which is mildly reassuring.

It is also, on inspection, not a source. The page states that it was „checked against OpenAI's availability table" but neither quotes nor links that table, and we could not find one on any OpenAI property. So what looks like corroboration may just be the same inference, made by someone else, presented with more confidence than the evidence carries. That happens constantly with platform documentation, and it is how a plausible guess becomes a fact that everyone repeats and nobody can trace.

The honest position, on 4 September 2026: OpenAI announced 31 European markets, named nine, and has published nothing that identifies the rest. Everything beyond that is arithmetic — good arithmetic, but arithmetic.

## What you need to settle it for your own market

You do not have to wait for OpenAI to publish a list. Ads Manager is a self-service product now, which means it will tell you itself. This takes about five minutes.

1. Go to ads.openai.com and start an account. Sign-up is the gate: the tool either accepts your country or it does not.
2. Set the business country and billing details for the country you actually want to advertise in — not the one your card happens to be issued in. Availability follows the advertiser's market.
3. Look for the currency the account is billed in. A market that is genuinely open has a billing currency attached to it.
4. Try to build a campaign and open the geo-targeting screen. If your country appears as a targetable location, that is a stronger signal than anything on a blog, including this one.
5. Write down the date you checked. Availability has changed four times in seven months, and an undated answer will be wrong soon enough.

If you do run this check, the result is worth more than the inference above, because it is a measurement rather than a deduction. We would rather you trusted the screen than the arithmetic.

## What OpenAI built, and whose vocabulary it borrowed

The same announcement lists what changed in the product over six months, and this is the part that tells an experienced advertiser how much of their existing skill transfers. Three sentences, quoted as written.

On bidding: *„We expanded beyond CPM and CPC bidding to support conversion optimization."* On targeting: *„We introduced geo-targeting and custom audiences."* On measurement: *„We expanded measurement beyond clicks through the OpenAI Pixel, Conversions API, and third-party measurement integrations."*

Read those nouns again: **pixel, conversions API, custom audiences**. That is not generic ad-tech language. It is, almost word for word, the vocabulary Meta uses for its own measurement stack. OpenAI could have named these things anything; it chose the names an experienced Meta buyer already knows, which is a design decision about who it expects to show up.

*Every set has an edge. This one has an edge that nobody has drawn on paper.*

The practical consequence is worth stating plainly, because it cuts both ways. If you already run [Meta advertising](https://cittago.com/services/meta-ads/) with a pixel that fires correctly, server-side events that match, and audiences built from something better than a page visit, then most of that work carries over and the learning curve here is short. If your existing measurement is a pixel someone installed in 2023 and nobody has opened since, a new platform will not fix it — it will just give you a second place to not know what happened.

Who does *not* need to think about this yet: anyone whose current channels are still unmeasured, and anyone selling into a market that is not on the named list and cannot confirm access. A new ad platform is a poor place to learn measurement discipline, and an untestable one is worse.

## Who actually sees these ads

Ads reach a narrower slice of ChatGPT's users than people assume. The European announcement is explicit: *„ads will be shown only to users on the Free and Go plans. Plus, Pro, and Enterprise subscriptions will remain ad-free."*

The February pilot post, still live on the same site, lists the ad-free tiers slightly differently: *„Plus, Pro, Business, Enterprise, and Education tiers will not have ads."* Business and Education are in one list and absent from the other. We are not going to call that a policy change — the shorter list reads like brevity in a paragraph about Europe, not like a decision. But if you are planning around who can and cannot be reached, the two lists are worth knowing about, and the February post is the more specific of the two.

The announcement also says *„tens of thousands of marketers have now advertised on ChatGPT"*. That is the only volume figure OpenAI publishes about the advertiser side, and it is a range, not a number. Treat it as a sign that the platform is past its pilot and no further than that.

## Where you are, in three thresholds

No conclusion, because there is not one to draw yet. There are three positions, and which one you are in decides what to do this month.

- **You are in one of the nine named markets.** Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, Austria. There is nothing to establish; open Ads Manager and decide on the merits. The only real question is whether your measurement is good enough to read a new channel honestly.
- **You are in an EU or EEA market OpenAI did not name.** Romania, Poland, Portugal, Greece, Bulgaria and most of the rest. The arithmetic says you are probably in. Do not plan a budget on probably — run the five-minute check, write down the date, and decide from the screen.
- **You are outside the EEA and outside the named waves.** Then nothing published says you are covered, and the sign-up screen is the only thing that will tell you. Assume no until it says yes.

**Is ChatGPT Ads available in my country?**

If you are in Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands or Austria, OpenAI names you directly in its 18 August 2026 announcement. If you are anywhere else in Europe, OpenAI announced 31 markets and did not say which. The arithmetic that fits — the 30 EEA countries plus Switzerland — would include you, but OpenAI has not confirmed it. Open ads.openai.com and try to create an account: that answers it in five minutes.

**Can I buy ChatGPT ads myself now, or do I need an agency?**

Yourself. OpenAI's update of 31 August 2026 says self-service access through Ads Manager is available across the 31 European markets. Before that date, buying went through OpenAI's Ads Solutions team, agency partners or technology partners. That is the substantive change: it went from a relationship to a product.

**Is Romania one of the 31 markets?**

OpenAI does not say, in any of the three language versions we read on 4 September 2026 — including its own Romanian one. If the set is the EEA plus Switzerland, which is the only grouping that lands on 31, then Romania is in it as an EU member state. That is an inference from a number, not a statement from OpenAI, and we are not going to dress it up as more than that.

**Why does OpenAI name only nine countries?**

It does not say, and we are not going to guess at a motive. What we can report is the shape: the word in the sentence is „including", which signals an incomplete list rather than an exhaustive one, and no other OpenAI page picks up the thread. The list may simply never have been written for publication.

**How many markets does ChatGPT Ads run in altogether?**

Forty, on OpenAI's own arithmetic: the United States pilot from February 2026, eight further markets added over the following six months, and 31 European markets from late August. Of those 40, fifteen are named somewhere on OpenAI's pages and 25 are not.

**Which ChatGPT users see ads?**

People on the Free and Go plans. The European announcement says Plus, Pro and Enterprise stay ad-free; the February 2026 pilot post gives a longer ad-free list that also includes Business and Education. Both pages were live on 4 September 2026. If the distinction matters to your plan, the February post is the more specific of the two.

**What targeting and measurement does it support?**

Per the announcement: CPM and CPC bidding plus conversion optimization; geo-targeting and custom audiences; and measurement through the OpenAI Pixel, a Conversions API and third-party integrations. The announcement does not go into detail on any of them, and we have not tested them — this article is a documentation audit, not a platform review.

**Does experience with Meta or Google Ads transfer?**

The vocabulary does, almost exactly: pixel, conversions API, custom audiences and geo-targeting are the same nouns Meta uses, which suggests OpenAI is deliberately courting buyers who already know them. Whether the auction behaves similarly is a different question, and nobody can answer it from documentation.

**Should I move budget to ChatGPT ads now?**

Not on the strength of an announcement. Two things have to be true first: your market has to be confirmed by the sign-up screen rather than by arithmetic, and your existing measurement has to be good enough that you could tell whether the new channel worked. If the second is not true, fixing it is the higher-return job this quarter.

**How will I know when OpenAI publishes the full list?**
